3 - Preparation of the Invitation to Tender / Request for Quotation (ITT / RFQ)

The nominated members of the Tender Evaluation Board (TEB) are responsible for the review and finalisation of the complete ITT/RFQ package and at a later stage, for the subsequent evaluation of the tender(s) resulting from such ITT/RFQ.

The TEB members refine each element of the ITT/RFQ package (cover letter, draft contract, statement of work, special conditions of tender) to ensure that they are compliant with the Agency’s requirements for the intended activity and that they are complete, coherent, fair and equitable.

The ITT/RFQ package should explicitly mention the evaluation criteria and weighting factors that the TEB will have defined for the evaluation phase of the tender(s).

The ITT/RFQ package, when finalised by the TEB, will be submitted for the approval of the initiating services and Procurement Department before its release.
