Any tenders that have been formally released to the Agency within esa-star shall remain locked, up to the closing date and time of the RFQ/ITT.

After the closing date and time, the Tender Opening Board (TOB) verify that the received tender(s) comply with the general requirements for acceptability. If a tender is not admitted by the TOB, the corresponding Tenderer shall be informed in writing.

In particular cases, such as the absence of any tender or only one tender admitted, the relevant authorities in the Initiating services and in the Procurement Department may decide to re-open the competition (with or without changes) or to cancel the intended activity.

The TOB admitted tender(s) shall be made available to Tender Evaluation Board (TEB) members in order to proceed with the evaluation of the tender(s).

The TEB will proceed with the evaluation of the tender(s), their subsequent marking, and application of weighting factors. Each tender shall be evaluated on its own merits, and not by reference to another tender.

The TEB report comprises the detailed evaluation of each tender with regard to the evaluation criteria, the marking of the tenders, the recommendation to place the contract with a recommended contractor, and the corresponding list of the main negotiation points.
