A good proposal in response to an ESA ITT:

  • is written in a good English
  • is consistent and balanced in all chapters
  • is easy to read
  • is consistent in WBS (Work Breakdown Structure) and WPD (Work Package Description)
  • reflects the technical knowledge of the proposed team

   
and should avoid the following:

  • a mere repetition of the SoW without any further elaboration
  • lengthy philosophical considerations
  • inconsistent contributions
  • narrow approaches
  • inconsistency between the WBS and the technical description
  • inconsistency between the different parts (technical- implementation- financial etc)

   
Writing a good proposal requires preparation, resources and time, but the more preparation is done before the actual writing, the better the proposal will be.

It is acknowledged that the best proposals are clear, simple to read, consistent and well presented.

In order to do that, a bid should be read, and read, and read again, possibly by somebody not involved in the activity in order to check readability and understanding.
