Defining and Issuing ITT files to sub-contractors

Many ESA projects characteristically involve a multitude of participating companies. For this reason ECOS is fully featured to handle Industrial Teams from simple cases to more complex ones.

ECOS has been designed to support you in managing your industrial team. It is therefore important to initialize ECOS as soon as possible in the process and propagate the ECOS requirements down through the whole contractual chain.

For instance you can make a budgetary allocation for sub-contractors that will be part of a consultation phase at a later stage.

You may also redefine the work share during the elaboration of the proposal. ECOS allows you to manage these reallocations in a very rigorous and efficient manner, so try not to postpone the elaboration of the ECOS files until the last minute but rather immediately start using it as a proposal management tool. 

Sending ITTs to your sub-contractors requires three steps:

• Defining the ITT
• Defining the ITT content (the anchoring nodes of the ITT)
• Issuing the ITT

The sub-contractor then needs to develop its own WBS from the anchoring points included in the ITT and may also involve sub-contractors at his level by repeating the same sequence.

This process guarantees the unicity of the WBS coding.

ITTs can be sent as RFQs (single contractor in direct negotiation) or open ITTs.

It should be noted that the same company can contribute at various levels of the contract hierarchy. ECOS systematically identifies each contract by dual key Company code/ITT number to avoid ambiguities under such circumstances.
