Russian and French cooperation in space industry
It was back in 1996 with the signature of the contract to provide to the NPO PM the payload for the SESAT satellite ordered by Eutelsat that Alcatel announced its presence on the Russian space telecommunications market
Since that initial cooperation Alcatel has obtained numerous contracts for the provision of payloads for 8 satellites built by NPO PM in cooperation with the Russian largest telecom operator, RSCC : first, for Express A1, A2, A3 and A1R, and secondly, for Express AM11, AM 22, AM2 and AM 3. These satellites serve the national Russian needs and will replace, progressively, the ancient Gorizonts and Ekrans.
Apart from this, since the year 2001, there is a new axis of cooperation having been formed due to a contract to provide receivers for the Yamals 201 and 203 manufactured by RSC Energia for Gazkom in order to serve the corporate Gazprom telecom network.
While working on these contracts, Alcatel has gone further than the classical customer-supplier relations by setting up an industrial partnership with the big players of the Russian space industry, such as RSC Energia, NPO PM, and others. These relations are becoming deeper with the execution of bilateral exchanges of technical drawings and production methods and are based on balanced economical contributions for Alcatel and its partners.
Alcatel Space occupies today the leading place on this market.
Pursuing the policy of its fleet renovation, the Russian Satellite Communication Company (RSCC) launched in March 2003 an international announcement of opportunity for 2 additional payloads on Express AM 33 & 44 satellites, for the total amount of 85 MUSD. After 12 months of competition, Alcatel was selected. The French authorities provided their active support of the deal by promising a guarantee for the buyer’s credit. Since March 2004 negotiations continued and the contract was signed this year, on September 17 by Mr Izmaïlov, acting Director of the RSCC, and Mr. Tchuruk, Director General of Alcatel, on the occasion of the visit of Mr. Sarkozy, State Minister and Minister of Economy, Finances and Industry of France, in the presence of Mr. Reimann, Minister of Information Technologies and Telecommunications of Russia, Mr. Perminov, Director of the Russian Space Agency, and Mr. Zhukov, Deputy Chairman of the Government of RF.
Contract was signed in the “President Hotel” in Moscow. Two ceremonies took place. The first one was dedicated to the signature of the state contract on supply of two spacecraft Express AM 33 & 44 between the Ministry of Information Technologies and Telecommunications of Russia, in the person of Mr. Reimann, Russian Federal Space Agency, in the person of Mr. Perminov, Russian Satellite Communication Company (RSCC), in the person of Mr. Izmailov, and NPO PM, in the person of Mr. Bartenev.
A second contract was also signed on September 17, 2004 between RSCC and Alcatel Company on the supply of payloads for Express AM33 & 44.
