Consultation with Industry 2012:
Concluding Conference, ESTEC, 29 May
During 35 years of working together, ESA and industry have formed a mature relationship, but gradually this relationship has become more complex as we add measures to adapt to the growing number of Member States.
These measures have reached their objectives, but sometimes to the cost of global efficiency and with a tendency of ESA to specify a product and buy activities, rather than to specify objectives and buy a product.
In addition, new concepts have arisen, such as Public Private Partnerships and industrial procurement according to EC rules, and the difference between the institutional market and the commercial market affects competitiveness.
This calls for an in-depth review of the relationship, and the main questions to be addressed will be about the balance of respective interests (efficiency of ESA programmes and competitiveness of industry), of respective roles (control of government investments and development of the best product), and of respective investments and the share of risks.
So to simplify the mature relationship between ESA and space industry, the first steps are through a consultation process with industry.
Concluding Conference at ESTEC
In spring this year, this consultation is being carried out in a number of workshops at ESA facilities, jointly organised with EUROSPACE and with the involvement of SME4Space. Each workshop dealing with a number of important topics.
The outcomes of these workshops will be presented at the Concluding Conference at ESTEC in Noordwijk on 29 May (ESCAPE Tennis Hall).
At this conference, ESA’s Director General Jean-Jacques Dordain, Directors and ESA experts will meet with Member State delegates and with space industry CEOs and managers to debate the conclusions of these workshops and find ways forward. The results of these discussions will be presented at ESA’s Ministerial Council in November this year.
