    Main industrial opportunities at Europe’s spaceport

    ESA contributes in a significant way to the running and investment costs of Europe’s spaceport. In exchange for it, European companies assume the construction and operation of different facilities.

    Moreover, new developments and investments are also subject to provisions with an attribution process similar to the contracts related to the facility operating.

    The main operating and maintenance contracts

    The operating and maintenance of the main facilities that are subject to multi-year contracts are the following:

    • For CNES/CSG, contracts have been entrusted in 2001, for the 2002-2006 period, to European consortiums. These contacts are related to the following fields of activities:
      1. Information systems (maintenance and operating of telecommunication, optical, video and office automation systems) - [ALCATEL, VITROCISET, GTD, SERCO, ROVSING]
      2. Operational coordination (BCO) - [ALCATEL, VITROCISET, GTD, SERCO, ROVSING]
      3. Tracking and telemetry - [ALCATEL, VITROCISET, GTD, SERCO, ROVSING]
      4. Transportations and handlings - [ENDEL, PEYRANI]
      5. General supports and domain upkeep (maintenance of the launch base patrimony) - [SIGES, ENDEL, PEYRANI]
      6. Design office and works (BET) – [CEGELEC (France, Germany, Austria), APCO]
      7. Safety of people, properties and environment - [APAVE, GTD, INSA, ISQ (Portugal), TUV-BAU, SNPE]
      8. Quality activities (inspection, training, and awareness campaigns) - [APAVE, GTD, INSA, ISQ (Portugal), TUV-BAU, SNPE]
      9. Security and fire protection (maintenance and operating of the systems) – [RMT, CLEMESSY]
      10. Payload preparation complexes (EPCU buildings) – [CEGELEC (France), APCO]
      11. Laboratories (physical measurements and chemical analysis) – [MAN, SNECMA]
      12. Production and dispatching of energy and air conditioning systems – [ENDEL, AXIMA CONTRACTING, CLEMESSY, RMT]
      13. Archives and documentation – [CEGELEC (France), APCO]
      14. Reception at CSG, Space Museum running and launch base visits – [SODEXHO]
    • For Arianespace, ELA maintenance and operating contracts have been entrusted until end 2004 in the following fields of activities:
      1. Operating and maintenance of ELA electrical control systems [CLEMESSY (+GTD subcontractor) and ALCATEL ETCA]
      2. Operating and maintenance of fluid facilities and ELA specialised mechanic systems [CEGELEC]
      3. Operating and maintenance of ELA fluid facilities for cryogenic propellants [Air Liquide Spatial Guyane]
      4. Operating and maintenance of ELA mechanical equipments [MAN Technology AG]
      5. Management of ELA constituent equipment spare parts [CEGELEC]

    Future investments

    The major investments to be undertaken by ESA at CSG mainly are for the following:

    • The small European launcher VEGA development programme, for which ESA is going to develop a new launch complex at CSG over 2003-2006 period for an amount of 45 M€. Calls for Tender for the different ground facilities will be published on EMITS (http://emits.esa.int) during the first term 2003.
    • Realization of works in the frame of the CSG Capital investment plan (PMT 2003-2006). These works concern different field of industrial activities like: design and general studies, telecommunications, tracking, flight safety, telemetry, meteorology, chronology and count down, security protection, ground safety, optics and broadcasting, public relations, infrastructure, (construction of facilities, highways, fences, etc..), power and water supply, air conditioning, general services, logistics. To take into account all these activities an annual budget of roughly 45 M€ is foreseen

    Moreover, if approved by ESA Council at Ministerial level, to take place in May 2003, the building of a new SOYUZ launch complex in the frame of cooperation between ESA and the Russia in the launcher domain. The amount of works due to start in mid 2003 is estimated at 270 M€, of which 170 M€ to be made by the European industry.
