VCA, VCM, TCE - HDL

The separate IP's for Virtual Channel Assembler (VCA), Virtual Channel Multiplexer (VCM) and the Telemetry Channel Encoders (Reed-Solomon, Convolutional and Turbo Encoder) have been merged into - and are superseded by - the PTME IP Core.
