| | | | January 2003 - Green Paper on European Space Policy
 | On 24 and 25 March Madrid hosted the 2nd workshop of the consultation events on the Green Paper on European Space Policy. The Green Paper on European Space Policy, prepared by the European Commission in cooperation with ESA, was adopted on 21 January 2003. This document initiates a series of Consultation events organised jointly between the EC and ESA, with the objective of consulting all stakeholders: national and international organisations, industry, the scientific community and the general public, in order to develop a coherent EU Space Policy.

| | | | November 2004 - First 'Space Council'
 | 25 November 2004: First ESA/EU Space Council (from left to right: ESA Director General Jean-Jacques Dordain and EU Commissioner for Enterprise and Industry Mr Günter Verheugen). To mark the first ESA/EU Space Council, ESA presented the European Union with this flag, which was flown aboard the ISS during the Delta Soyuz mission in April 2004.
