The leaders of the member states of the Common Economic Space – President Vladimir Putin of Russia, President Leonid Kuchma of Ukraine, President Alexander Lukashenko of Belarus and President Nursultan Nazarbaev of Kazakhstan – instructed on Septemebr 15, 2004 the governments of their respective states to draft proposals for the establishment of a joint space-rocket corporation of four countries.
