Disaster Charter brings satellites to bear on Romanian flooding ![]() This is an animated fly-through part of the the Siret River flood area in Romania in mid-July 2005, based on SPOT satellite acquisitions and a USGS Digital Elevation Model (DEM). Such fly-throughs are a useful means of presenting Earth Observation-derived products at different stages of risk-crisis monitoring as a communication tool. Within a crisis cell it can be exploited like a virtual helicopter flight to present the ongoing crisis situation to the different to decision makers. Later on, in a post-crisis phase it is a good memory tool for such activities as formulating new prevention policies and rebuilding.
