The objective of the Emergency Response service is to reinforce Europe's capacity to respond to emergency situations caused by the weather such as storms, fire and floods, geophysical hazards such as earthquakes, tsunamis, volcanic eruptions, landslides and subsidence, environmental disasters resulting from human activity such as oil spills, and humanitarian disasters.
operational GMES emergency management service and delivers the essential products needed for the management of humanitarian crises, natural disasters and human-induced emergency situations.
These services provide access to products, including unprocessed satellite imagery, for any geographical area worldwide, pre-disaster reference products covering major crisis areas worldwide and the timely delivery of post-disaster information within 24 hours of an event.
There are three emergency downstream services running 2010–2013:
- European Volcano Observatory Space Services, EVOSS
- Ground Deformation Risk Scenarios: an Advanced Assessment Service, DORIS
- Assessing and Monitoring Subsidence Hazards in Coastal Lowland around Europe, SubCoast
A project called GMES and Africa: Regional Network for information Exchange and Training in Emergencies, Garnet-E focuses on international cooperation with GMES Africa. The project runs from 2010 to 2012.

The GEO-Pictures project, which runs from 2010 to 2012, aims to add field observations and images to GMES Earth observation maps. It links a preparatory action intended to support the operational use of GMES Emergency Response Service products across the EU. The project will run until the end of 2011.
A GSE ESA funded project called Terrafirma will run until end of 2012. It complements the emergency and downstream services by providing civil protection agencies, disaster management organisms, and coastal, rail and motorway authorities with support in the process of risk assessment and mitigation by using the latest technology to measure terrain motion from satellite radar data.
