How are the programme lines implemented?

ESA Telecommunications’ technology R&D activities are mainly organised through ARTES 3-4 and 5.

• ARTES 3-4 (previously two separate programme lines, ARTES 3 and ARTES 4) seeks to improve the near-term competitiveness of the satcom industry by developing near-to-market products. These could include improved equipment such as terminals, processors or antennas either for the ground or space, on a timespan of one to three years.
• ARTES 5 seeks to develop a more sustained long-term technological basis for European industrial effectiveness, such as enhanced signal propagation techniques, spacecraft power or propulsion systems, on a timespan of five to ten years. The programme line is split into two elements, ARTES 5.1 involves ESA-initiated projects 100 percent funded by the Agency, while ARTES 5.2 works with projects initiated by industry and funded 75 percent by ESA.

What benefits does the programme deliver?

The R&D support provided by ESA has greatly contributed to the competitiveness of the European Industry. These activities are the basis for the development of new services that represent solutions to the needs of the European society.

How to participate

The ARTES programme lines issue statements of work known as Invitations to Tender (ITTs) on ESA’s EMITS website. A list of current opportunities for which a proposal can be submitted also available via the ESA Telecom website. Participation is open to all firms residing in Participating ESA Member States.

ARTES 3-4 includes a continuously open call for proposals, looking for near-to-market proposals with a strong business plan and support from the National Delegation. ARTES 5.2 accepts proposals of work from industry, to proceed on a co-funded basis, with a letter from the National Delegation indicating a willingness to finance the project.

With its Newcomer Initiative, the programme is particularly supportive of small to medium sized enterprises (SMEs) and other new entrants into the market.
