Export Controls at the 2014 Forum
Space industry actors have long been accustomed to developing special expertise when it comes to navigating the complex waters of export control regulations. However, following the passage of new national and international regulations affecting the export of dual-use technology, and in view of the regulatory complexity of collaborative enterprises such as the Galileo Programme, the ECSL considers that it is extremely worthwhile to revisit the topic of export controls in 2014.
The Forum will be divided into two sessions (a provisional programme will be circulated in February). The morning session will introduce the general framework surrounding dual-use export control regulations and feature expert analysis of recent developments in ITARs, EU and national legislation affecting the space industry. The afternoon session of the Forum aims to unite theory and practice from the point of view of the space industry. The impact of developments in export control regulations will be examined throughout the notional lifetime of a satellite. Speakers from leading European satellite manufacturers, launchers and ESA will be asked to offer their perspectives. There will be a general question, answer and discussion period at the end of each session.
A one-day Practitioners' Forum has been organised every year since 1992. The aim of the Forum is to provide those working in the space sector with a forum for the exchange of views, knowledge and information.
During the Forum experts present the latest developments impacting on space in, for example: EU law, contracts and procurement law, telecommunications, liability and insurance, etc. The presentations are followed by a lively question, answer and discussion session.
The Forum promotes open and free discourse without personal attribution. Participants speak in their personal capacity under the Chatham House Rules and in general, papers are not collected or published.
Only ECSL members may participate in the Practitioners’ Forum. It will be possible to sign up and pay for membership on the day of the Forum but those who are already members will be given priority if capacity is reached on the day. We recommend organising your membership in advance.

The main conference suite at ESA Headquarters has plenty of capacity however should capacity be reached, places will be allocated on a first-come first-served basis.

The next ECSL Practitioners' Forum will be held on Friday March 14, 2014, in the main conference hall, Room A, ESA HQ, Paris, France. It will address the topic of "Recent Developments in Export Control Regulations on Space Technology".
