The European Centre for Space Law (ECSL) UK National Point of Contact (NPOC) was established in 1990 and, after some early meetings, was rejuvenated in 2001 by the Chairman, Tony Ballard, and the Secretary, Joanne Wheeler.
The UK NPOC has 27 members who come from various sectors, such as insurance, banking, legal, academic and consulting.
>The main objective of the UK NPOC is to improve public awareness of space law, policy and practice in Europe, especially of topical issues such as commercial aspects of space and satellite communications, and to promote educational and other activities in the field of space law, policy and practice.
A major conference on the hazards of orbital debris was organised and held at INMARSAT, London in November, 2001. Proceedings of this conference are available from ECSL. Since then the UK NPOC have stayed active in the space debris field through the UK Space Debris Coordination Group and assisted them in presenting a paper at the Panel 9 meeting of the UK British Standards Institute Space Systems and Operations Standards Committee (ACE/68). Work with the Panel 9 is ongoing.
The UK NPOC arranged with the University of Surrey, which is active in space science, to host the 2005 Manfred Lachs Space Law Moot Court Competition. It also hosted a conference at the University of Surrey, on current issues in Earth observation, on 6 April 2005, that was well attended and stimulated much discussion.
David Sagar, a consultant to the UK NPOC, has established a LLM course in Space Law at Queen Mary, the University of London.
The UK NPOC encourages students in the UK to take part in the Manfred Lachs Space Law Moot Court Competition, and the ECSL Summer Course in Space Law and Policy and encourages practitioners in the UK to take part in the ECSL’s yearly Practitioners Forum.
The UK NPOC also look forward to being involved with and attending the IAC/IISL meeting in Glasgow in September and October 2008.
Membership, without charge, is open to anyone interested in the fields of space law and policy.
