The institutional setting for European space activities is in the midst of major changes. The impact of recent events, like the adoption of the White Paper on Space by the European Commission, the presentation of Agenda 2007 by the ESA Secretary General and the conclusion of a framework agreement between ESA and the EU, has yet to be evaluated. Moreover, the envisaged EU Constitution which, for the first time, will contain a provision granting space-related competence, might once again change the institutional setting once it enters into force.
