Coordinated Universal Time (UTC) was adopted in 1967 and uses both atomic clocks around the world and measurements of Earth’s rotation. It is adjusted every so often by leap seconds to account for the difference between the definition of the second and the rotation of Earth, keeping UTC in conjunction with the apparent position of the Sun and the stars.
