To guarantee fair access to its programmes for all categories of companies, ESA has designed and implemented a set of clauses, known as the 'C1-C4 clauses', which are applied to certain types of procurements.

To see all currently open as well as Intended Invitations to Tender which have a C-clause applied to them, visit EMITS, ESA's tendering system, and follow the steps below:

  1. Log in to EMITS, using your username and password.
    If your company is not yet registered as an entity with ESA, go to esa-star and complete the registration process. Instructions about how to become a registered entity are available here.
  2. Once you are logged in, go to "Search Invitations to Tender" on the left-hand side of the page and click on the plus-sign next to the entry.
  3. To see all currently open ITTs with a C-clause applied, go to "Open". To see all intended ITTs with a C-clause applied, go to "Intended".
  4. After choosing one of the options, a new search interface opens. Choose the C-clause that you are interested in next to the label "Industrial Policy Measure" and press "Find". Leave all other search fields empty.
  5. A page with your search results opens.
