The voting for the upcoming ECSL Board election for the period 2022 – 2024 will take place between 10 February and 14 March 2022. All ECSL Members in good standing for 2022 are invited to vote until the 14 March 2022. 

The Role and Structure of the ECSL Board

In accordance with the ECSL Charter, the Board will be composed of persons, not more than 10, elected by the General Meeting of Members for a period of three years. Board Members should ideally stem from the different categories of the Centre's members (academics, practitioners, the Centre's operators, representatives from national administrations and agencies, from industry, as well as students).

The Board's functions will be to oversee and assist in the running of the Centre, to propose themes for research and workshops and to take other steps necessary to achieve the aims of the Centre as set out in Article 2 of the Charter. The Board shall elect among its members its chairman and one or two vice-chairmen by a majority vote of all its members. The Board may confer on former chairmen the title of Honorary President of the Centre. The ESA representative (Article 1.1 of the Charter) will automatically be member of the Board and will liaise with the ESA administration.

The Board will meet at least twice a year in principle at the ESA headquarters or at any other place as decided by the Board. Members of the Board will support their own expenses.

A General Meeting of Members will be convened by the Chairman of the Board in principle every three years. At the General Meeting, the results of the Board Member Elections will be announced, after which the Centre's members will examine the orientation of the Centre's activities and questions. A General Meeting may be convened by the Chairman of the Board at the request of one third of the members to deal with exceptional matters. 

The General Meeting of Members

The General Meeting of Members will take place online on 29 March 2022. At the General Meeting of Members, the results of the 2022 Board Election will be announced. In addition, the ECSL Chairman and Executive will present a report of the acitivities of the ECSL. Afterwards, ECSL NPOCs will be invited to present a short report about the activities, status and recent news relating to space law and policy in their respective countries.

Board Member Candidates

Voting Instructions

Each eligible voter has received a unique voting number per mail. This new system is aimed at mirroring the two-envelope system and shall be used for the voting in order to maintain anonymity.

The membership and eligibility is checked by the Secretariat before distributing the number. Only votes with a unique voting number will be counted. To ensure anonymity, the voting verification committee counting the votes will only view the numbers distributed and will not have access to the list of names of members.

The eligibility of the voter is verified prior to the number being distributed. Only eligible voters will receive a unique voting number. By registering for ECSL Membership in 2022 and paying your fee, you are eligible for confirmation of membership and therefore for receiving a voting number. Should you have questions about your membership or the voting process, please contact ecsl@esa.int.

In the online voting form, please fill in your unique voting number and then tick the names of the candidates you wish to elect as ECSL Board Members. Please bear in mind that you can tick a maximum of 9 candidates; the ESA representative to the Board is an ex officio position and is thus not subject to election from Members.

Please bear in mind that each Member may only vote for a maximum of two candidates of the same nationality. Please note that non-compliance to the rules means that your vote will be void. 

It is encouraged to vote for the maximum possible of candidates in order to encourage broad representation and support.

Election Procedure

1. An Election Committee will be formed to verify, count and re-count the votes.

2. A list of candidates will be ranked according to the number of votes each received. The top nine nominees will be elected as Board Members.

3. In the event of two candidates having equal votes, an ad hoc election will take place during the General Meeting. If this second voting procedure results in a subsequent equal number of votes, a second round of voting will be held. In the event that the General Meeting cannot come to a decision, the Chairman will appoint the last Board Member bearing in mind the requirement for broad and equal geographical and professional representation.

4. In the interests of ensuring broad representation of nationalities on the Board, a maximum of two candidates of the same nationality shall be able to be admitted to the Board. Should more than two candidates of the same nationality be elected, the two candidates who received the highest number of votes shall be elected. In the event that two or more candidates receive the same amount of votes, the procedure outlined in 2.3 above shall be followed.

5. The composition of the newly elected Board shall be announced by the Chairman during the General Meeting.

6. Upon recommendation of the Board, the Chairman may appoint an ECSL Member to any seat left vacant between two General Meetings.

Timeline of the 2022 Board Member Election

29 November 2021 – Call for Board Member Candidates is published online and sent out to Members via email.

31 January 2022 (23:59 CET) - Deadline for candidates to submit their application in the online application form.

11 February 2022 – The list of candidates and voting instructions are distributed online and via email to all members, voting window opens.

14 March 2022 (23:59 CET) – Deadline for submitting the vote in the online voting tool.

29 March 2022 - The composition of the newly elected Board shall be announced by the Chairman during the General Meeting of Members
