3 - Preparation of the Tender Action
The nominated members of the Tender Evaluation Board (TEB) are responsible for the review and finalisation of the complete Tender Action and at a later stage, for the subsequent evaluation of the tender(s) resulting from such Tender Action.
The TEB members refine each element of the Tender Action (cover letter, draft contract, statement of work, conditions of tender, proposal template if applicable) to ensure that they are compliant with the Agency’s requirements for the intended activity and that they are complete, coherent, fair and equitable.
The Tender Action package should explicitly mention the evaluation criteria and weighting factors that the TEB will have defined for the evaluation phase of the tender(s).
The Tender Action package, when finalised by the TEB, will be submitted for the approval of the initiating services and Contracts Department before its release.
